RCDN raised significant interest among municipalities and utilities in Albania

The RCDN promotional event “Efficient organisation and effective management of WSS services through investment planning” was held in Tirana, Albania on 25 January 2019. The aim of the event was to inform local actors, municipalities and public utilities mainly, about the opportunities provided through RCDN and to open a debate at national level on the importance of efficient organisation and effective management of water and sanitation services (WSS) through investments planning, as well as the role of capacity development.

The RCDN promotional event “Efficient organisation and effective management of WSS services through investment planning” was held in Tirana, Albania on 25 January 2019. The aim of the event was to inform local actors, municipalities and public utilities mainly, about the opportunities provided through RCDN and to open a debate at national level on the importance of efficient organisation and effective management of water and sanitation services (WSS) through investments planning, as well as the role of capacity development.

The event was attended by 36 participants, representing 14 municipalities and public utilities, National Regulatory Authority, GIZ representatives in Albania and two Associations, AAM and SHUKALB. Discussions supported the needs targeted by the RCDN products when it comes to business plan preparations, asset management, water governance and diplomacy.

Participants identified other issues of common concern as the consumers’ relations, considering the number of complaints the PUCs receive, the need for trainings of the different sectors of the administration technical, managerial and financial staff. The National Regulatory Authority drew the attention to the need for quality improvement of the proposals for the change of water tariffs, as they often lacked arguments and supporting data. It was also evident that different size PUCs have different corresponding needs when it comes to trainings. Small PUCs suffer the lack of technical expertise and means to provide for services in remote and wide spread areas with low population density.

When it comes to investment planning, participants recognised the need to plan according to the requirements for the operation and maintenance of the investments. Accurate inventories, data base compilations and training on financial matters were of relevance for our participants.

This was the first activity organized in Albania by Association of Albanian Municipalities and SHUKALB and it was confirmed that RCDN will have the interest of local actors in the coming activities.
