Strengthening Training Functions Across the Region: RCDN+ Coordination Meeting with Training Managers

On 21 August 2025, the RCDN+ Coordination Meeting with Training Managers brought together representatives from all partner associations to review progress and align on the next steps for strengthening the training functions within the RCDN+ network.

Functional Training Unit Tool – A New Step in Strengthening Association Capacities

A key highlight of the meeting was the introduction and discussion of the Functional Training Unit Tool, developed collaboratively by the RCDN Training Managers. The tool serves as a comprehensive instrument to assess and strengthen associations’ Training Units, supporting them to identify areas for improvement, design targeted action plans, and contribute to achieving functional training units within their associations.

At the national level, the tool helps each association evaluate its current training capacities and plan for improvements. At the regional level, it promotes collaboration and knowledge exchange, helping associations learn from one another and avoid duplication by building on tested solutions.

Building a Stronger Regional Training Network

The meeting also reviewed progress in the Master Trainer Program. A Training Needs Assessment (TNA) is currently being conducted to identify areas for further upskilling and to guide the design of a new, specialized training program for the Master Trainers. Associations were invited to contribute to this program’s development and explore new opportunities for engaging their trainers in upcoming activities.

Advancing Quality in Peer Exchanges

Another central topic was the refinement of Quality Standards (QSs) and standardized templates for Peer Exchange (PE) a core RCDN format that fosters exchange between professionals from the water and local government sectors. The updates aim to reduce repetition, enhance clarity, and ensure higher quality and consistency in implementation.

The group discussed three key templates in detail — the Good Practice Description, Composition of Peer Group, and Action Plan — agreeing to several practical improvements.

This meeting reaffirmed RCDN’s commitment to quality, collaboration, and continuous learning, ensuring that the regional network of associations continues to deliver professional, high-quality capacity development services.
