Second Delivery Cycle of the WW CD Programme Completed
RCDN successfully completed the second delivery cycle of the Wastewater Capacity Development (WW CD) Programme, implemented between October and December in partnership with national associations of public utilities and local governments across the Western Balkans.
The WW CD programme supports decision-makers, utility managers, and engineers in strengthening their capacities to plan, finance, and manage wastewater systems in line with the EU Green Agenda for the Western Balkans and key EU environmental directives.
By combining policy, technical, and operational perspectives, the WW CD Programme helps translate EU requirements into realistic, sustainable wastewater investments at local level.
Programme Highlights
Bosnia and Herzegovina (FBiH) | December
UPKP and the Association of Municipalities and Cities of FBiH jointly delivered Module 2: Development of Capital Infrastructure Investments for decision-makers, strengthening cooperation between municipalities and utilities and enhancing capacities for wastewater investment planning.
Bosnia and Herzegovina (RS) | November
Association “Vodovodi Republike Srpske” and the Association of Local Authorities of RS implemented Module 2, focusing on project cycle management and legal and institutional frameworks, complemented by a field visit to the Bijeljina WWTP.
Serbia – UTVSI | November
UTVSI launched the third module of the wastewater programme in Belgrade, focusing on wastewater technologies and operational practices for utility professionals.
Montenegro – Union of Municipalities | November
The Union of Municipalities of Montenegro delivered Module 2 for decision-makers, focusing on capital infrastructure investments, sludge management, SOPs, and operational efficiency, complemented by a site visit to the Budva WWTP.
Kosovo – SHUKOS | October and November
SHUKOS successfully concluded a six-month wastewater capacity development programme, culminating in a final module at the Gjakova WWTP, reinforcing practical knowledge on treatment technologies, legal frameworks, and project development.
Albania – SHUKALB | October
SHUKALB completed Module 3 of Programme 1B for managers and engineers, complemented by a peer exchange and a study visit to the Peja WWTP, linking regulatory, financial, and technical aspects of wastewater projects.
Supporting EU Alignment Through People and Partnerships
Through regional cooperation, peer learning, and hands-on training, the WW CD Programme strengthens institutional capacities and supports the region’s alignment with the EU Green Agenda, contributing to cleaner water bodies, resilient infrastructure, and improved wastewater services for communities across the Western Balkans.
