Strengthening Local Government Associations: NALAS Training on Water Sector Committees

From 27 to 30 October 2024, NALAS held a specialized regional training titled “The Elements of a Successful LGA Sectoral Committee” in Bar, Montenegro. The training gathered chairpersons and secretaries of water and sanitation sector (WSS) committees from local government associations (LGAs), aiming to boost their capacity for effective sectoral committee management.

Building Stronger Committees for Better Governance

The training focused on enhancing participants’ skills in establishing and managing sectoral committees within LGAs. It provided a comprehensive overview of the roles, responsibilities, and operational principles essential for effective committee work.

Key Training Objectives:

  • Composition and Leadership: Participants learned how to form balanced and effective committees through nomination and selection processes, emphasizing leadership and accountability.
  • Rules and Procedures: Trainers shared best practices for developing committee work plans, monitoring tools, and internal regulations.
  • Policy Advocacy and Decision-Making: The group explored strategies for engaging committee members in policymaking and preparing joint policy proposals.

Interactive Learning Through Real-World Scenarios

The training featured interactive sessions led by expert trainers Ms. Marusya Tsvetkova and Ms. Barbara Horvat. Participants worked in small groups to design committee work plans, create monitoring indicators, and simulate policy proposal development.

Notable Sessions Included:

  • Practical exercises on composing a sectoral committee.
  • Peer learning discussions on communication, motivation, and institutional accountability.
  • Group projects on capacity development and knowledge-sharing mechanisms.
