Introduction to Asset Management in the Water Sector – e‑Course by NALAS under RCDN
In May and June 2025, NALAS successfully delivered the e-learning course “Introduction to Asset Management in the Water Sector”, implemented within the framework of the Regional Capacity Development Network (RCDN). The course, conducted in Serbian, engaged around 40 professionals from local governments and public utilities across the Western Balkans.
Over six interactive weeks, participants explored key topics such as asset inventory, service levels, lifecycle costing, risk management, and investment planning—building practical knowledge to improve water and sanitation services in their communities.
What made the course stand out?
- Modular content tailored to local needs
- Online platform enabling flexibility and access
- Practical tools and exercises with real-world application
- Expert facilitation by national trainers that were part of the RCDN Training of Trainers (ToT)
Participants were awarded certificates and shared positive feedback on the course’s relevance and quality. As one participant noted:
“Very useful and clearly explained. This was my first encounter with asset management in this form, and I will apply the knowledge in the preparation of a plan for the development of communal services in my municipality.”
Another emphasized the clarity and depth of the material:
“The course was well-structured and understandable even for those of us who are not engineers. I especially appreciated the practical examples and Excel tools that we can use immediately.”
Such reflections highlight the course’s accessibility, practical impact, and potential to drive change at the local level.
The training build core competencies for asset management among LGAs and APUCs, supporting better planning and infrastructure sustainability. At the same time, it fostered regional connections and promoted experience sharing between municipalities and utilities.
This pilot reaffirms the value of e-learning in regional capacity development—and sets the stage for future training innovations.
