The Regional Capacity Development Network (RCDN) is proud to announce its continued support for two significant training initiatives focused on water safety and crisis management. This program, delivered by SHUKALB and SHUKOS, as part of D-LeaP, is aimed at enhancing the resilience and efficiency of water utilities in the region, equipping them with the tools and knowledge to identify operational hazards and effectively plan, prepare, and respond to crises.
Empowering Utilities for Crisis Management: The D-LeaP Program
The D-LeaP program, led by SHUKALB, equips public utilities with the skills to swiftly respond to and recover from crises. Aimed at key personnel within Public Utilities Companies (PUCs) and Local Government Units (LGUs), the program offers vital training and advisory services to enhance crisis preparedness.
Program Highlights
Duration: 4 days of training spread over 6 months, including field visits and advisory services.
Key Training Topics:
Flow-chart and Organization Chart Development (1 day): Craft detailed charts for efficient crisis management.
Roles in Crisis Management and Planning (1 day): Define specific roles for a coordinated crisis response.
Improvement and Monitoring Plan & Field Visit (1 day): Create monitoring plans and visit critical water supply points.
Crisis Manager & Water Security Plan (1 day): Develop comprehensive crisis plans and understand the Crisis Manager’s role.
Addressing Environmental Challenges
Natural disasters like floods and droughts, along with rising pollution, pose significant risks to water supply services and public health. The D-LeaP program empowers regional water supply and sewerage (WSS) companies to tackle these challenges by identifying risks, planning responses, and ensuring swift recovery.
Target Audience and Support
This program is invaluable for senior and middle management in WSS companies, including administrators and operational heads. Financial support from D-LeaP and the RCDN+ project covers trainer costs and venue rentals, reducing participation fees for select companies.

By providing focused training and robust crisis plans, the program ensures utilities are well-prepared to safeguard public health and maintain sustainable water services amidst growing environmental challenges.
SHUKOS Delivers Business Continuity Essentials for Disaster Risk Management
With continuing support from RCDN, SHUKOS is delivering the D-Leap Water Safety and Crisis Management program in Kosovo. This program is designed to build essential skills for disaster risk management, ensuring that water utilities are prepared to maintain business continuity in the face of potential crises.
Within the program cycle, so far 2 trainings were held, one in April and the second in June.
The program in Kosovo is ongoing, continually preparing participants to effectively manage and mitigate risks.
RCDN’s Role in Supporting SHUKALB and SHUKOS
RCDN’s support for this program underscores its commitment to improving water safety and crisis management across the region.
