Setting the Standard – Strengthening Water & Sanitation Committees

In February 2025, NALAS published “Setting the Standard – Guidelines for the establishment and effective operation of LGAs’ sectoral committees”, focusing on Water and Sanitation Services (WSS). These guidelines gather regional expertise and best practices into practical, action‑oriented advice for national and local associations.

Under the RCDN framework, these guidelines support three core objectives:

  • Enhancing Institutional Capacity: They offer LGAs a clear roadmap for forming, governing and operationalizing WSS committees, strengthening structures for governance and service oversight.
  • Promoting Cooperation: By reinforcing sectoral committees across associations, they enable shared decision‑making and joint action on topics like investment planning, asset reporting, and regulatory compliance.
  • Fostering Policy Dialogue: Well‑structured committees amplify the voices of local practitioners in national policy debates, aligning with RCDN’s commitment to evidence‑based advocacy and multi‑level dialogue.
