The Regional Capacity Development Network for Water and Sanitation Services (RCDN) continues to empower Local Government Associations (LGAs) and Public Utility Associations (APUCs) across South-East Europe through joint knowledge creation and multi-stakeholder dialogue. Two recent NALAS-led activities, implemented under the RCDN framework, highlight the impact of this approach:
- The publication of the Report on Collaboration Practices between LGAs and APUCs, and
- The second meeting of the Water Management Working Group (WGWM), held in Belgrade.
Together, these initiatives showcase how strengthened cooperation, policy engagement, and institutional learning are improving water and sanitation service governance in the region.
Advancing LGAs and APUCs Collaboration
The newly launched “Report on Collaboration Practices between LGAs and APUCs” captures concrete experiences, innovative models, and lessons learned from RCDN partner associations in their efforts to work more closely and effectively. Drawing on cases from across the Western Balkans, the report outlines:
- Institutional mechanisms for joint planning and decision-making
- Shared service delivery and infrastructure initiatives
- Coordinated advocacy for sector reforms and funding
- Recommendations for scaling and sustaining effective cooperation
This report is more than a documentation exercise, it is a strategic tool for furthering RCDN’s goal of empowering associations to jointly address sector challenges and improve public service delivery through collaborative action.
Joint Policy Dialogue through the WGWM
Held in March 2025 in Belgrade, the second Water Management Working Group (WGWM) meeting brought together LGA and APUC representatives and regional experts to address pressing issues in the water sector, including:
- Legal and regulatory gaps that limit municipal and utility cooperation
- Barriers to sustainable financing for infrastructure upgrades
- Opportunities for joint initiatives in wastewater management and climate resilience
The WGWM serves as a dynamic platform under RCDN for aligning municipal and utility perspectives and creating a unified voice in regional and national policy discussions.
These activities reaffirm RCDN’s approach: that sustainable public water and sanitation services require strong partnerships, local ownership, and evidence-based policy engagement. RCDN celebrates the progress made and remains committed to supporting local associations in shaping a water-secure future for the region.
