RCDN+ Strengthens Regional Expertise in Access to Financing

The Regional Capacity Development Network (RCDN+) continues to play a key role in building local expertise and regional cooperation in the water services sector. Following RCDN+’s support for the first national roll-out of the Access to Financing (AF) Programme under the D‑LeaP framework in North Macedonia and Albania, ADKOM and SHUKALB came together in June for a peer-to-peer (P2P) exchange to consolidate knowledge and share lessons learned.

Organized by IAWD – Voice of the Danube with RCDN+ support, the exchange brought together AF Hub trainers from both countries. Trainers reflected on their implementation experience, exchanged practical tips for improving training delivery, and discussed how to make future roll-outs even more effective.

Access to Financing – A Key Step Towards Sustainable Utilities

The AF Programme, launched under D‑LeaP, equips utilities with the knowledge and tools needed to improve financial planning, tariff setting, and investment readiness, helping them unlock funding opportunities and secure long-term sustainability. With RCDN’s support, ADKOM and SHUKALB successfully delivered the programme to local water utilities, introducing a blended learning model that combines workshops, coaching, and practical action plans tailored to utility needs.

Building a Stronger Regional Network

The P2P exchange marks another step in strengthening regional collaboration. Lessons learned from the first roll-out will guide future implementation and help standardize high-quality training across the region. Investing in local trainers and fostering cross-border cooperation aligns with RCDN’s mission to ensure that utilities have access to the skills and knowledge they need to deliver better and more sustainable water services to their communities.
