RCDN+ Project Advisory Board Meets to Shape Final Phase of the Project

The 3rd Project Advisory Board (PAB) meeting of the RCDN+ project took place on 2 March 2026 in Skopje, bringing together key partners, donors, and sector stakeholders to review progress and define the way forward for the final phase of implementation.

The meeting confirmed that RCDN+ has made strong progress across all core areas. Institutional strengthening of associations has reached 88%, while capacity development offers and policy dialogue activities have also achieved over 80% of planned results. These achievements reflect the growing role of associations as key actors in water sector reforms across the Western Balkans.

Participants highlighted important milestones, including the establishment of Communities of Practice, strengthened training systems, and more structured policy dialogue at national level. At the same time, challenges remain, particularly around financial sustainability of utilities, workforce shortages, and ensuring long-term impact of sector reforms.

A key focus of the meeting was the transition into Years 4 and 5 of the project. The new implementation approach is structured around three tracks:

  • National-level consolidation, targeting critical sustainability gaps
  • Cross-cutting functional consolidation, safeguarding key systems and services
  • Regional collaboration, exploring future joint services beyond the project

Discussions emphasized the need for realistic, focused interventions that ensure sustainability rather than expansion. Participants also explored future models for regional cooperation, recognizing strong interest but also the need for clear roles, resources, and added value.

The meeting concluded with a shared commitment to prioritize sustainability, strengthen core functions, and continue close collaboration.
